A UK-wide strategy for tackling HIV

By the end of 2011 there will be approximately 100,000 people living with HIV in the UK.

New HIV diagnoses are now three times what they were ten years ago and we have yet to see evidence of a decline in rates of new infection.

People with HIV are disproportionately affected by extreme poverty, and have significant social care and psychological support needs in addition to those needs related directly to their HIV.

HIV continues to affect disproportionately gay and bisexual men, and African communities in the UK - addressing HIV is an essential element in addressing health inequalities.

The current national strategy for HIV and sexual health in England expires at the end of 2010 and there are currently no plans to replace it - this contravenes the UK's commitment at the United Nations in 2001 (the 'UNGASS Declaration of Commitment on HIV/AIDS').

A new national strategy is essential which takes account of the significant developments in the last decade in HIV testing and treatment, in health and social care provision, in legal rights, and in the epidemic itself.

Scotland, Wales and Northern Ireland have all recently agreed strategic approaches for the next few years to address HIV in devolved policy areas, but there needs to be UK-wide leadership to ensure equity across the four nations.


We the undersigned call on the United Kingdom Government to fulfil its UN commitment and put in place from 2011 a national strategy to combat HIV in the UK, in collaboration with the devolved administrations.

We call on the UK Government to develop this strategy through a genuinely participatory and consultative process, involving people living with HIV and those communities most affected by HIV.

We call for a national strategy which meets international requirements - which demonstrates political leadership, which is properly financed, genuinely multi-sectoral and cross-departmental, promotes human rights, confronts stigma and discrimination, and effectively meets the need for high quality HIV prevention, testing, treatment, care and support.
