The election is conducted by proportional representation in 12 electoral regions, electing 73 MEPs. In nine English regions, Scotland and Wales the closed party list system is used. Northern Ireland uses the Single Transferable Vote.
The closed party system means that votes are cast for parties and those at the top of each party’s list for each electoral region are most likely to be elected.
Under the Single Transferable Vote an elector casts a single vote which is initially allocated to their preferred candidate and can then be transferred, as the count proceeds and candidates are elected or eliminated, to other candidates according to elector’s ranked order of precedence.
